Mr Bush playing Me Too

...Mr. Bush's vision of sending people back to the moon by 2020...

Wasn't it President Kenedy's vision? To have man on the mood within a decade? So why is it "vision" to do it again - 50 years later with proven technology?
At least the good news is that NASA is being funded again. Only I'd like to see men on Mars by 2020.
